On February 22, 1865, Union General William T. Sherman marched into Houston after capturing Savannah, Georgia. On April 9th, he issued a proclamation freeing all slaves in the area under his command. This included slaves in Harris County, which at that time included what is now downtown Houston and much of what is now southeast Texas.

Emancipation Park Houston is located at 202 Congress Avenue near the intersection of Market Street and Travis Street in downtown Houston.
